HSE Welfare Requirements Every Construction Site Must Meet
Under the Construction (Design and Management) Regulations 2015, every principal contractor is legally required to provide adequate welfare facilities before work begins. Furthermore, failure to comply can result in HSE enforcement action, site closure, and significant fines.
As a result, choosing the right welfare unit from the outset is not only a legal obligation — it is also essential for worker health, site productivity, and project reputation. All KC Modular welfare units are designed specifically to meet and exceed these requirements.
Toilet Provision
HSE regulations require 1 toilet per 7 workers for the first 25 workers on site. Furthermore, for every additional 25 workers, an additional toilet must be provided. In addition to this, separate facilities are required for male and female workers where reasonably practicable.

Washing Facilities
All construction sites must provide hot and cold running water, soap, and drying facilities adjacent to every toilet. Moreover, where workers are exposed to hazardous substances, skin-cleansing agents and nail brushes must also be provided as a matter of legal requirement.

Drinking Water
Employers are legally required to provide an adequate supply of wholesome drinking water, clearly marked and readily accessible at all times. In addition to this, cups or other drinking vessels must be provided unless the supply is from a drinking fountain.

Changing & Drying
Where workers are required to wear special clothing, suitable changing facilities must be provided. Furthermore, where clothing may become wet during work, a heated drying room is required so that workers can dry clothing before leaving site. This is particularly important on UK outdoor construction sites.

Rest & Canteen Facilities
Suitable rest facilities must be provided, including seating with backs, tables, and a means of heating food and water. In addition to this, where workers regularly eat on site, a canteen or mess room is required. Consequently, workers must not be required to eat in areas where they may be exposed to contamination.

Heating & Lighting
All welfare facilities must be adequately heated and lit at all times during working hours. Furthermore, the Workplace (Health, Safety and Welfare) Regulations 1992 require that temperatures in indoor workplaces reach a minimum of 16°C — or 13°C where the work involves physical effort. As a result, all KC Modular welfare units include heating and LED lighting as standard.

How many welfare units do I need for my construction site?
Under CDM 2015 Regulation 30, you must provide 1 toilet per 7 workers for the first 25 workers on site. As a result, a standard 6m welfare unit — which includes 2 WCs and 2 urinals — is suitable for sites with up to 14 workers. Do welfare units need planning permission?
In most cases, temporary welfare units do not require planning permission when used in connection with an active construction project. As a result, units can typically be installed immediately without delay. What is the difference between a welfare unit and a portable cabin?
A welfare unit is specifically designed and equipped to meet all six HSE welfare requirements under CDM 2015 — including toilets, washing facilities, drinking water, changing, drying, and rest areas. In contrast, a portable cabin is a general-purpose modular building that may be used as an office, store, or canteen without the full welfare fit-out. As a result, only a dedicated welfare unit will satisfy an HSE welfare inspection on a construction site. Furthermore, all KC Modular welfare units are supplied with a compliance documentation pack as standard.
Can welfare units be used without mains water or drainage?
Yes. Our self-contained welfare units are fitted with a 1,000-litre fresh water tank and a 1,500-litre waste holding tank — eliminating the need for mains connections. As a result, they are suitable for remote construction sites, agricultural locations, rural infrastructure projects, and temporary event sites. Furthermore, the waste tank is emptied by a standard tanker service, which we can arrange on your behalf. In addition to this, solar panel and generator power options are available for fully off-grid operation.

What foundations do welfare units require?
Our standard welfare units can be positioned on concrete pads, adjustable steel feet, or ground beams — depending on your site conditions and ground bearing capacity. As a result, no specialist groundworks contractor is required in most cases. Furthermore, for multi-storey stackable configurations, we provide a detailed foundation specification as part of the technical documentation pack. In addition to this, our installation team will assess ground conditions on arrival and advise on the most suitable foundation method.

Can welfare units be stacked or used on multiple floors?
Yes. Our ISO frame welfare units are engineered to be stacked up to 3 floors high using ISO corner castings and crane-lift installation. As a result, multi-storey welfare complexes can be created on sites with limited ground-level footprint — such as urban construction projects or confined industrial sites. Furthermore, each floor is interconnected via an external staircase, and fire-rated walls and emergency lighting are included as standard on all multi-storey configurations.
What warranty comes with a KC Modular welfare unit?
All purchased welfare units include a 10–15 year structural warranty on the steel frame, a 5–10 year warranty on KINGSPAN panels and the roof membrane, a 5-year warranty on windows and doors, and a 12–24 month workmanship warranty on installation and internal fit-out. Furthermore, GEBERIT sanitary systems carry their own 25-year manufacturer’s warranty. As a result, KC Modular welfare units offer significantly longer warranty coverage than most competitor products. In addition to this, extended warranties are available for public sector and framework clients.
Can welfare units be customised or branded?
Yes. All KC Modular welfare units can be fully customised to your specification — including bespoke internal layouts, company colour schemes, external cladding finishes, and branded signage.
