Modular building handover checklist: before you move in

A delivered building is not the end of the project. Agree the documents, demonstrations and outstanding work before the keys change hands.

What should you check before moving in?

A modular building handover checklist should establish what has been completed, what evidence has been supplied and what remains before the planned use can begin. Review the agreed scope, installed services, applicable approvals, as-built drawings, operating instructions, defects and aftercare arrangements. Name who provides and checks each item, including work by separate site contractors. Delivery, a supplier handover record and permission to occupy are not interchangeable. Give unresolved items an owner and a review date; do not treat safety concerns as routine finishing work. Agree these requirements when requesting the building quotation, then use the same schedule through installation and handover. The final decision depends on the project, contract and applicable requirements.

Agree what “finished” means before ordering

Put delivery, installation, commissioning, contractual handover and the proposed occupation date on separate lines in the programme. For each, ask what work and evidence are required and who confirms the stage is complete.

Where the contract uses “practical completion”, ask the named certifier or contract adviser to explain its criteria and consequences. Do not substitute this article, a delivery note or an informal email for the contract’s process.

For an office project, specify the intended staff numbers, room uses and operating hours in the modular office brief. Then ask the project team to review the finished arrangement against that agreed use—not an earlier sketch.

Modular building handover checklist: agree the document pack

Use this as a starting schedule. Not every record applies to every project. Have the relevant professionals confirm the required evidence, its provider and the acceptance process before it becomes a last-minute request.

Track each required record as requested, received, reviewed or outstanding. Mark “not applicable” only with the reviewer’s reason. These are suggested administrative statuses, not statutory approvals.

Use one indexed location with named access permissions and a client-held copy. Test that the facilities team can find and open the files. Keep security codes and sensitive drawings out of publicly accessible folders.

Review modular building commissioning after site work

Ask who checks the completed installation after module connections and external services are finished. A factory record cannot describe work undertaken later by a separate site contractor. Match each record to the equipment, location and installation scope it actually covers.

HSE’s electrical-safety guidance recommends inspection and testing by someone competent to assess the installation. A light switching on is not a substitute for that assessment. Keep electrical testing separate from the user’s demonstration of normal controls.

Agree which functional checks are required for heating, cooling, ventilation, water, drainage and any fitted safety systems. Record limitations and planned follow-up tests explicitly. The appropriate specialist must decide which checks are essential before use; this guide does not prescribe a commissioning method.

Include the handover scope in your building quotation

Send the intended use, approximate layout and site postcode. Add any required document schedule and tell KC which site works are being arranged separately.

This is a building enquiry, not a booked inspection or a commissioning certificate.

Keep approval evidence and operating duties distinct

GOV.UK distinguishes Building Regulations approval from planning permission. Confirm the completion or final documentation required by the project’s building-control route, and the status of any relevant planning conditions. A supplier’s handover form replaces neither process.

Ask the project team what must be resolved before occupation and who is entitled to confirm it. Do not turn a promised document, pending application or visual inspection into a statement that the building is approved.

Fire-safety information belongs with the operating team

For England and Wales, GOV.UK’s workplace fire-safety guidance identifies duties including risk assessment, precautions, emergency planning and staff training. It links to separate rules for Scotland and Northern Ireland. Receiving drawings does not complete those operating duties.

Arrange for the relevant dutyholder to receive the required fire-safety information and review the actual premises and use. Agree staff instruction, maintenance contacts and the management of shared routes where relevant. Do not call every construction drawing a fire risk assessment.

Do not bury the health and safety file in the manuals

Where a health and safety file is required under the Construction (Design and Management) (CDM) Regulations, confirm who prepares, updates and hands it to the client. HSE’s commercial-client guidance explains the client’s responsibility to ensure the file is prepared, revised and available to those needing it for subsequent work.

Ask the project team to identify the relevant residual-risk information, such as concealed services or constraints on future alterations. Keep it easy to find, even when supplied within a larger digital pack. Apply the appropriate CDM regime: the HSE guidance concerns Great Britain, while Northern Ireland has separate CDM regulations.

Make modular building snagging a controlled action list

Walk through against the agreed drawings and specification with the appropriate project representatives. Record visible issues, missing items and document gaps precisely. Ask specialists to assess concerns affecting structure, fire precautions, accessibility or services rather than treating them as cosmetic defects.

A useful issue record

Keep a submitted correction separate from a checked and accepted correction. Do not close an issue solely because someone has attended the site.

Illustrative example: a marked wall finish and an exit door that will not operate as intended are different problems. Photograph both, but escalate the door concern to the relevant specialist before the affected space is put into use. This is not a KC defect report or a project acceptance decision.

Turn operation and maintenance manuals into a usable briefing

Ask for a demonstration with the people who will actually operate the building. Cover normal controls, how to report a fault, relevant shut-down instructions and the limits of what users should adjust. Leave specialist tasks to competent contractors.

Record who attended, which equipment was demonstrated and what remains to be explained. Confirm keys, access permissions and emergency contacts. A general product brochure is not a building-specific user briefing.

For water systems, HSE’s legionella guidance identifies responsibilities to assess and manage risks for those controlling premises. Agree who takes over the relevant management tasks; do not assume a new installation removes that responsibility.

Record aftercare, warranty terms and follow-up work

Ask for the written warranty terms for the order and individual equipment. Check the provider, scope, applicable start dates, exclusions, maintenance conditions and reporting route. Do not assume the structural frame, finishes and fitted equipment all have identical cover.

Agree how the client reports an issue, supplies photographs safely and obtains an update. Separate urgent safety escalation from routine aftercare. Record any planned follow-up visit or seasonal review only where it forms part of the agreed scope.

Before the handover meeting closes, confirm the documents received, open actions, named owners, proposed use and any restrictions requiring resolution. Keep contractual certification and the occupation decision with the appropriate parties. Use the delivery and installation overview for the earlier project stages.

What KC needs to quote

For Stoke-on-Trent, Staffordshire or another UK location, give the actual project postcode and your intended occupation date. Separate this from a preferred delivery date.

  • Use and layout: intended activities, occupancy, approximate size and room schedule.
  • Duration: temporary or permanent requirement and any planned relocation.
  • Site and access: location, delivery constraints and relevant operating restrictions.
  • Services and groundworks: utilities, drainage, foundation status and separately appointed contractors.
  • Finish and equipment: expected finishes, fittings and specialist systems.
  • Handover expectations: required records, client review process, demonstrations and proposed operator.
  • Supporting information: drawings, sketches, photographs, approval status and budget direction where available.

Unknown details need not stop the first enquiry. Mark them clearly so the proposal can distinguish the agreed building scope from investigations and work by others.

Questions about modular building handover

What should a modular building handover pack include?

Start with the agreed document schedule for the actual project. It may include as-built drawings, service test records, commissioning information, operation and maintenance manuals, applicable completion documents, fire-safety information, warranty terms and an outstanding-items register. Identify what belongs to the building supplier and what must come from site contractors or the client team. Check that records match the installed equipment and current layout. A large folder is not necessarily a complete pack: each required item needs an identifiable version, owner and review status.

Is delivery the same as handover?

No. Delivery records the building reaching the site, while the agreed handover can involve additional installation work, documentation and demonstrations. Define these stages in the order instead of treating them as one date. For a linked building, ask whether joints, connections, external access works and testing are complete. A receipt for delivery should not be interpreted as evidence that all those tasks are finished. The project team must also address the applicable approval and operational requirements before the planned use begins.

Can staff move in while snagging remains unfinished?

There is no blanket answer from the word “snagging”. Ask the relevant project professionals to assess the outstanding work and its effect on the intended use, access, services and safety. Keep the contract position and any approval requirements visible. A cosmetic finishing issue and an unverified safety-critical system should not receive the same treatment. Do not authorise occupation from a checklist alone. Record the assessment, restrictions and actions, and resolve anything that prevents safe or lawful use before people move in.

Does a handover certificate replace Building Regulations approval?

No. A supplier’s handover record describes the agreed handover; it does not replace the applicable building-control process. Planning permission is also a separate matter. Ask the project team to identify the required completion or final documentation for the actual jurisdiction and approval route, confirm its status and explain what must happen before use. This guide does not determine whether a particular project is exempt or cleared for occupation. Keep approval evidence alongside the handover record rather than treating one as a substitute for the other.

Who supplies the manuals when several contractors are involved?

Agree a document responsibility schedule before the work starts. Each party should be asked to provide records for its own scope, while a named coordinator tracks the complete pack. For example, factory equipment instructions and records of an external electrical connection can come from different organisations. Ask the client team to check that the documents describe the finished installation and that gaps are resolved. Do not assume that the module supplier has commissioned, certified or documented work carried out independently by others.

What aftercare and warranty information should I request?

Ask for the written terms for the actual building and its equipment, including the provider, covered items, applicable start dates, exclusions, maintenance conditions and reporting route. Record any agreed follow-up visits separately from emergency reporting arrangements. Clarify how issues involving more than one contractor will be investigated. Avoid assuming a standard warranty period or that all repairs are included. The terms of the order and the relevant provider’s documents matter; this article does not confirm cover or decide responsibility for an individual defect.
